 The 36 FSS supports 36th Wing personnel and mission partners at Andersen Air Force Base, Guam. It employs 334 military, civilian, and contract professionals providing essential mission support services and programs within ten flights: Child and Youth Programs, Civilian Personnel, Manpower and Organization, Military Personnel, Force Development, Sustainment Services, Military and Family Services, Resources, Community Services, and Operations.

The 36 FSS's programs, facilities, and services enhance force readiness, retention, esprit de corps, and morale and welfare to over 9,000 military and civilian personnel, three geographically separated units, ## tenant units, as well as 30,000 retirees and their families.

Child and Youth Programs Flight

Child and Youth Programs (CYP) provides high-quality educational and recreational children’s programs that respect families’ cultures and values. Whether your child is an infant or in high school, needs care full time, before and/or after school, or youth sports, CYP will provide a safe environment for your child to explore and learn. CYP programs are fully accredited, and its professionals are committed to serving children of all races, ethnicities, and abilities, with an emphasis on respectful, positive interactions that fosters each child’s development and growing independence.  Caring, knowledgeable CYP professionals plan and facilitate developmentally appropriate activities that are responsive to all children’s ages, abilities, and interests. CYP is ready with trained professionals and outstanding programming to meet your family’s unique childcare needs and recreational interests.

Manpower and Organization Flight

The Manpower and Organization Flight is your GO TO spot to validate mission requirements!  This office works side by side with unit leaders to maximize manpower resources required to efficiently accomplish the assigned mission. Manpower provides continual advocacy of units' priorities/mission needs while providing manpower analysis and assessments.

Military Personnel Flight

The Military Personnel Flight (MPF) assists with various personnel matters to ensure smooth and efficient operations. Services include but are not limited to managing ID cards and DEERS records updates, facilitating base-in processing, evaluations, decorations, assignments, promotions, and separations. The MPF is committed to supporting military personnel, retirees, and eligible family members, guaranteeing that military-related needs are met professionally, and providing the best possible support.

Force Development Flight

The Force Development Flight includes the base Education and Training Center, as well as the base Library. Our mission is to deliver premier professional and voluntary education, training, counseling, career-advisement, and testing services to maximize development opportunities for total force Airmen, sister service service-members, Department of Defense employees, military retirees, and their eligible family members.

If you are looking to start or finish a degree in advanced education, the Education Center is the place to go.  Their mission is to provide educational advice, counseling, and programs for adults to help them enhance their careers, professional development, and personal goals. The following programs are available at the education center:

  • Associate, Bachelor and Master Degree Programs from Embry Riddle Aeronautical University
  • Associate, Bachelor and Master Degree Programs from the University of Maryland Global Campus
  • UMGC National Testing Center available for civilian exams

The Andersen Library manages circulating book collections (adults, juvenile fiction), children’s programs and access to electronic resources with free Wi-Fi and commercial network computers. It boasts a wide variety of videos and Nintendo Switch games for loan. In addition, the library provides Children’s Storytime sessions, STEM activities, and numerous activities for the entire base population all year round.  It is the perfect place to spend time researching, studying, or just relaxing.

Military and Family Services Flight

This Flight supports individual and family readiness by linking service members and their families to helpful information and resources to meet their professional and personal needs. The Military & Family Readiness Center (M&FRC) offers an array of programs that include Personal and Family Readiness, Transition Assistance, Relocation Assistance, Personal Financial Management, Family Life Education, Voting Assistance, and Information and Referral.

Spouse/Newcomer’s Orientation (SNO) – Find out about local resources available to you and your family while learning more about Guam, its people, language, environment, food, customs, and culture.   Best of all, this workshop is FREE!

Sponsorship 101 – Have you been selected to be a new Sponsor?  Attend this informative training to learn tips on how to be the best possible unit Sponsor and make a great first impression.

Heart Link (HL) – A fun and informative workshop geared towards AF spouses married five or less years or for “seasoned” spouses married for many years but would like to learn more about the AF way of life. Learn about local resources, military customs, traditions and so much more!

Bundles for Babies (B4B) – Are you expecting a new baby? Attend this class and learn how to prepare for your new arrival. Receive $100 cash via Zelle courtesy of the AFAS to help with purchasing some of your baby’s first essentials (*Conditions apply).

Exceptional Family Member Program Family Support (EFMP-FS) – EFMP is a Department of Defense (DoD) program designed to provide support to military family members with special needs. EFMP-FS is the community support component offered by the M&FRC that provides local, state and/or federal information, non-medical case management, and links to community resources. *Keep an eye out for special EFMP-FS events!

Commander’s Key Support Program (CKSP) – Key Support Liaisons (KSL) and Key Support Mentors (KSM) are vital! They are the communication link between unit leadership and families. They promote individual, family and unit readiness. Visit your unit CC or First Sergeant if you are interested in becoming a KSL/KSM. *A signed appointment letter is required prior to attending the CKSP Initial Training.

TAP Workshops – Are you separating or retiring from the Military?  During this TAP workshop, you will learn about fine-tuning your career strategies, create a resume and learn dynamic networking skills, as well as interviewing techniques and VA benefits.

Deployment Readiness – Preparing for or returning from a deployment? You are required to attend a mandatory Pre-Deployment and Post-Deployment/Reunion briefing, offered by appointment.  Let M&FRC help you ease the strain of deployment and tackle the challenges of reunion. *Spouses are highly encouraged to attend with their service member.

Federal Voting Assistance – The uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) protects the right to vote for member of the Uniformed Services, their spouses and dependents, and US citizens residing outside of the US. The FVAP’s mission is to provide assistance for voter registration, absentee ballots, and information on elections. For more information, contact your Installation Voting Assistance Officer (IVAO) located at the M&FRC or your Unit Voting Assistance Officer (UVAO) located within the Squadrons.  Exercise your right to vote!

Air Force Aid Society – AFAS provides funding for great programs that support service members and their families. AFAS assists with interest-free loans or grants to financially assist during unexpected emergencies. Contact AFAS today!

The FSS Resource Advisors are here to help you navigate those tricky Private Organization and booster club requirements so you can make the most out of earning money for your team.  They will also help you find other sources of FREE money, such as the Air Force UNITE Program, to help fund your morale and recreation events. Operations Flight

This flight includes Readiness, Plans, and Programs, as well as Mortuary Affairs. The Readiness Office oversees the unit’s deployment capabilities, streamlining the order to carry out and deliver Airpower throughout the globe. They manage over 20 Commander Programs, scheduling Chemical, Biological, Radiological, and Nuclear (CBRN) training to ensure 36 FSS Airmen are Mission-Ready. Ensuring all members have the capability and combat arms qualifications to utilize weapons hands-on. Additionally, this office orchestrates and carries out the blueprints for success in planning and programs for operating the base. Lastly, when disastrous times hit, the Mortuary Affairs team responds to ensure ALL brothers and sisters in arms are adequately taken care of with the highest respect, honors, and dignity, providing the surviving family members their benefits.
