Personnel transforms to meet Air Force needs

As the Air Force continues efforts to fight the Global War on Terror, modernize, recapitalize and develop Airmen, Personnel continues to transform to meet the needs of the force. 

Flexibility is the key to Air Power, and like most organizations, Personnel is changing to maximize the use of limited resources while providing superior support to all Airmen. 

The transformation is the result of programmed cuts in conjunction with 85 percent of personnel programs scheduled to go virtual in the next few years. The personnel community is losing 1,500 authorizations worldwide. The traditional role of military personnel in the MPF will evolve into an "advisor" role as the Air Force implements more on-line personnel applications.

Personnel Service Delivery has streamlined many functions previously performed by the Military Personnel Flight and given Airmen the ability to do many actions through Virtual MPF, Air Force Personnel Center, and the Assignment Management System. 
The Base Level Services Delivery Model continues to put more control of Personnel actions into the hands of commanders and Air Force members.

Under the BLSDM concept, Personnelists who were previously embedded within Commander Support Staffs are now being consolidated back into the MPF. Most of the functions and services they provided are being brought with them. 

The main driver for this consolidation is that there are not enough Personnelists available to keep them in a CSS squadron . In short, this means many actions that were previously performed in the CSS will now be done at the MPF.

Our first step in the process was to stand up a Consolidated Wing CSS, located in building 20008 room 2A. All Squadron Personnelists are now being incorporated and are on schedule to complete this action by Dec. 31. 

The mission support, communications, security forces, comptroller and civil engineer squadrons have already been consolidated. The operations support, munitions, maintenance and logistics readiness squadrons, along with AMC, are soon to follow. Only the contingency response and medical groups will keep personnelists in their CSS.

Hours of operation for the new Wing CSS section are 7:30 a.m. to 4:30 p.m. Monday through Friday. There will be no loss in CSS support hours for wing personnel. 

The Wing CSS, as normal, will be the first stop for personnel actions. Some actions Wing CSS are prepared to assist commanders, first sergeants, and all airmen with, include: in- and out-processing, sponsor programs, performance reports, duty status, leave program, upgrade training actions, promotion rosters, transaction registries, control rosters and assignment notifications.

Once fully consolidated, the MPF will further transform by changing processes and streamlining workload to better develop personnelists and serve the 36th Wing. The current stovepipe operations will become four sections, each with unique responsibilities to serve the wing. 

The future organization of the MPF will consist of customer service, career support, readiness, and transactional sections. These sections will all aid in working unique issues for wing Airmen.

This transformation is occurring Air Force-wide. Change is never easy. Growing pains and a period of adjustment are expected, but the CSS will be much better equipped to handle personnel issues for the 36th Wing.
