Commentary: 356 ECEG Contracting Officers Get the Job Done, Any Time, Anywhere

The Contingency Contracting Officers (CCOs) assigned to the 356 Expeditionary Civil Engineering Group (ECEG) at Andersen AFB, Guam are tasked with the incredible and historic mission of supporting the exponential efforts to rehabilitate horizontal pavements that haven’t been operational since WWII. Primarily supporting the 513 Expeditionary Red Horse Squadron (ERHS) and the 356 Expeditionary Prime BEEF Squadron (EPBS), the current team of three CCOs has propelled their contracting reach beyond Andersen AFB. Currently, the team is also supporting multiple exercise engagements in various locations across the INDOPACOM Area of Responsibility.

Even though being assigned to the 356 ECEG means working at a fast-tempo and maintaining a hard work ethic, the team has found ways to stay motivated and showcase their ingenuity all while accomplishing the history-making mission they are a part of. On 15 June 2024, TSgt Richard White (Eielson AFB), SSgt Tayla Begnaud (Tinker AFB), and SrA Brian Chambers (Joint Base Elmendorf-Richardson) demonstrated proper “wet signature” procedures and brought CCO capabilities to new depths. Using their previously acquired scuba diving certifications, the team simultaneously signed three separate contracts while underwater off the coast of Guam’s shores, something that no records show has ever been done before. The combined actions of these three Airman truly blend the unique opportunities available in one of the most highlighted and strategic locations within the US Air Force.
