MSG Corner: 36th CONS plans and programs flight

This week, the 36th Mission Support Group highlights the 36th Contracting Squadron's plans and programs flight, or LGCP flight.

The LGCP is a small team of professionals who work behind the scenes to support every unit within the 36th Wing.

The flight is tasked with managing communication and information systems, which includes multiple contracting systems, managing incoming purchase requests, distributing contractual documents and providing general administrative support to the contracting squadron. The flight also ensures units have trained Government-wide Purchase Cardholders equipped to expeditiously support their specific mission needs. The LGCP ensures that the Department of Defense is getting what it pays for by managing the quality assurance program and training contracting officer representatives.

Shawna Holdren is the approving official program coordinator and oversees the GPC program. The GPC program allows commanders the flexibility in procuring small dollar supplies, equipment and non-personal services up to the micro-purchase threshold of $3,000.

Mrs. Holdren trains GPC approving officials and cardholders on proper usage of the GPC and their roles and responsibilities. She also monitors GPC actions to ensure proper use. If improper usage is detected, corrective action is taken to get those issues resolved in a timely manner by providing remedial training and or suspension of the managing account.

Stephanie Clark and Staff Sgt. George Halley are the system administrators. They oversee C&I and keep the squadron's mission-essential software applications and hardware systems operational.

The 36th CONS utilizes various Air Force and Navy systems. This requires Mrs. Clark and Sergeant Halley to team up with their Naval counterparts to resolve various communication issues as they arise.

Additionally, the C&I team is responsible for the installation and maintenance of Procurement Desktop Defense, a contract writing system, for 50 client machines and two database servers, which are housed within the squadron. The C&I team tracks contracting actions and reports to congress and the taxpayers, as required by law.

Mrs. Stephanie Aguon is the quality assurance program coordinator. She oversees the contractor performance assessment reporting system and the contracting officer reporting tracking tool.

CPARS is a tool that allows government agencies to assess how contractors are currently performing on government contracts and how they have performed in the past. CPARS is used to determine if a contractor has a record of satisfactory performance in the past and is generally considered when the contracting officer makes the determination to enter into future contracts with a particular company.

CORT is a web-based capability used to nominate, appoint, track and revoke appointment of contracting officer representative. CORs are functional or technical experts in the area, acting as the eyes and ears of the contracting officer. CORs inspect, oversee and proactively monitor contractor performance during the life of a service or construction contract. CORs work hand-in-hand with the CO to ensure contractors perform within the terms and conditions of the contract, leading to successful contractor performance and meeting the mission needs.
