On Jan. 30, 2020, the World Health Organization declared a public health emergency of international concern for the 2019 novel coronavirus, or COVID-19. On Jan. 31, 2020, the secretary of Health and Human Services declared a public health emergency in the United States and announced new measures to prevent the spread of COVID-19. The current epidemic, which originated in mainland China, has demonstrated the capacity of COVID-19 to spread globally. While supporting other government agencies’ response to the COVID-19 threat, the Department of the Air Force is responding appropriately to protect the health of the force and maintain operational readiness.

In light of the recent confirmed cases of COVID-19 on Guam, Andersen AFB has implemented the following preventative measures to ensure the health and welfare of Team Andersen and the local populace. We encourage you to talk with your chain of command, and to rely on credible sources such as our Andersen Air Force Base, Guam Facebook page for up-to-date information.

Due to the low infection percentage of COVID-19 across the island, increased capacity for rapid response and mitigation, and after consultation with the Public Health Emergency Officer (PHEO), Andersen Air Force Base (AAFB) is authorized to transition to Health Protection Condition (HPCON) Bravo with additional measures.

 

HPCON levels are fluid, and restrict ions are not immediately or indefinitely associate d to a specific HPCON. HPCON B for AAFB maintains that there is evidence of continued COVID-19 transmission in the local community, as well as a continued downward trend of local cases as a percentage of positive results over total tests. Guidance will continue to be tailored appropriately to mitigate this pandemic, to include reverting to HPCON Charlie, as required. In accordance with this HPCON change, the following guidance is applicable:

•Personnel Responsibility and Compliance: AAFB remains in a public health emergency with COVID-19 posing a significant threat to mission readiness and personnel. Individuals must continue to practice personal responsibility and adhere to the public health recommended protective actions of physical distancing, mask wear, and hand hygiene.

•Return-to-Work: Individuals who return to work and are living with vulnerable individuals should take precautions to isolate themselves from their vulnerable household members. Telework continues to remain encouraged whenever possible and feasible, especially for vulnerable individuals and members living with vulnerable individuals.

•Vulnerable individuals: COVID-19 is often more severe in people older than 60 years or with those who have underlying health conditions, such as lung or heart disease, diabetes or conditions affecting their immune system. These groups are recommended to stay home.

• Physical Distancing: Continue to practice physical distancing of greater than six feet from others, and when physical distancing is not possible, individuals must continue to use precautionary measures ( i.e . proper hand hygiene, face coverings).

• Common Access Facilities: Common areas and facilities where personnel are likely to congregate and physical distancing cannot be maintained will remain closed. Areas that can enforce precautionary measures coordinated with Public Health and approved by the Commander may begin to reopen (i.e. base library, MWR).

• Childcare: Childcare facilities may begin to reopen with precautionary measures.

• Outdoor Recreation Areas: Outdoor recreational areas may begin to reopen with precautionary measures.

• Fitness Center: The fitness center will remain open with precautionary measures (i.e. appointment based, limited personnel).

Installation access, including the use of DeCA Commissary and AAFES Base Exchange, Shoppette, and Gas Station, remains restricted to Mission Essential Personnel (MEP) Monday-Friday. MEP are defined as the following:

•Active duty military and United States Coast Guard personnel and their dependents

•National Guard and Reserve on Title 10 orders and their dependents

•Members of 254 ABG on AGR orders and their dependents

•DoD civilian employees and their authorize d dependents

•Full-time contractors

•AAFES and DeCA employees

All operable facilities are encouraged to require entering personnel to perform proper hand hygiene, mask wear, and be subject to additional screening for COVID-19 symptoms. All open facilities may be limited to a single point of entry.

Military members not in compliance with these measures may be subject to Uniform Code of Military Justice action. Civilians and dependents not in compliance may be subject to barment from Andersen Air Force Base and civilian prosecution.

Report any COVID-19 symptoms to the 36 MDG at 671-366 -9355 (366-WELL).

 

DeCA commissary access remains limited to Mission Essential Personnel (MEP) who have authorized privileges Tuesday through Friday 10:00 a.m. – 7:00 p.m. All other personnel with privileges will have access Saturday and Sunday.

  • Patrons should expect longer than normal wait times.
  • The facility is currently limiting the number of patrons in the store at this time due to health and safety requirements.
  • We recommend bringing an umbrella, folding chair and bottled water.
  • Patrons are limited to one shopping cart per family, and can only shop for personal use.
  • Please try to limit the number of people that accompany you.
  • Those with disabilities may enter at 9:30 a.m.
  • Commissary hours for our manåmko, those over sixty, are 10 a.m. to 12.
  • All other patrons are welcome to shop from 12 to 7 p.m.

COVID-19 Mitigation Measures & Enforcement:

The following COVID-19 mitigation measures have been updated and are effective immediately:

All personnel must maintain vigilance regarding physical distancing, mask wearing, and hand hygiene. Physical distancing is defined as greater than 6 feet between yourself and others. Personnel must continue to self-monitor for COVID-19 signs and symptoms and must inform the 36 MDG and their chain of command if they suspect they are infected, or have had close contact with a person suspected to be infected. Close contact is defined as less than six feet between yourself and another person for 15 minutes or more.

Private gatherings are limited to no more than 15 personnel outside the immediate household. This practice ensures capability for rapid contact tracing and mitigation of positive cases and clusters.

Wing, Group, and Unit Commander-sponsored events that have AAFB Public Health approval and verifiable COVID-19 precautions in place are authorized but limited by size and proximity.

Individuals must abide by Government of Guam policies concerning off-base travel and activities with the following caveat: clubs and similar establishments that encourage close proximity with other individuals remain strictly prohibited.

Low transmission-risk outdoor recreational and fitness activities are authorized (i.e. diving, water sports, cycling, etc.)

Unit Commanders may be more restrictive on these measures in the interest of mitigating risk to mission and personnel.

Military members not in compliance with these measures may be subject to Uniform Code of Military Justice action. Civilians and dependents not in compliance may be subject to barment from Andersen Air Force Base and civilian prosecution.

This memo supersedes 2 Jul 20 COVID-19 Mitigation Measures & Enforcement. This policy will remain in effect until further directed. Please refer questions to your chain of command or 36 WG/PA at 671-366-2228.

Restriction of Movement (ROM) Procedures for Inbound Travelers, Permanent Change of Station (PCS), Temporary Duty (TDY) and Deployed Personnel

In response to the on-going COVID-19 pandemic, ROM procedures apply to all inbound travelers, to include PCS, TDY and deployed personnel assigned to AAFB, inclusive of all squadrons and joint-tenant units.

The purpose of ROM is to protect the population from any potential spread of COVID-19. ROM is designated for healthy people who may become sick due to a possible exposure during or before travel. The ROM period is based on the typical incubation period (time it takes for signs/symptoms to develop) and is minimally 14 days. ROM may include directed testing after a full 14-day period is served. All AAFB ROM guidance is supplemental to any direction from other higher headquarters, to include Department of the Air Force Health Protection guidance and Defense Health Agency guidance.

AAFB ROM is defined as a minimum 14-day period, consisting of 14 full 24 hour periods, from the arrival time and date, during which members are restricted to an AAFB approved location, residence or domicile, until cleared by medical authorities and in coordination with their supporting command unit. Commanders may direct a working ROM policy for key leadership within their unit. All persons are subject to the following instructions:

a. Personnel will self-monitor for subjective fever, cough, shortness of breath, new loss of taste or smell, sore throat and additional COVID-19 related signs and symptoms as listed by the Centers for Disease Control and Prevention (CDC): https://www.cdc.gov/coronavirus/2019-ncov/symptoms-testing/symptoms.html

b. Personnel will restrict access to all public areas, to include workplace access, grocery stores, gas stations, base gym, etc. Personnel will coordinate sustainment needs with their unit.

c. Personnel will not engage in any social or group activities, but may engage in solo recreational activity (i.e. running) to maintain readiness and physical fitness. Physical distancing of at least six feet or greater from others must be practiced.

d. Personnel will be permitted to briefly exit their designated ROM location only to do activities of short duration such as laundry with appropriate sanitization & disinfection of any shared surfaces afterwards. Wellness breaks taken in the outdoor areas immediately surrounding the ROM location is authorized. However, personnel must maintain physical distancing of at least six feet from others at all times, and wear face coverings that cover the mouth and nose.

e. If symptoms develop, personnel will immediately self-isolate and follow AAFB Isolation Procedures.

Personnel must notify their supervisor or chain of command. Members will seek medical ad0ice by phone through 366-9355 and requesting the "COVID-19 Screen". Personnel who are not 36 MDG beneficiaries will immediately notify supervisor or chain of command, and seek medical advice from their healthcare provider by phone. 

Deployers and personnel on TDY status must make every effort to attain and present a valid diagnostic laboratory COVID-19 PCR negative test result for SARS- CoV-2 from a Department of Defense approved laboratory that is no more than 72 hours from the date of arrival on Guam. Upon validation, ROM may be tailored accordingly by their supporting Unit Commander in coordination with the Mission Support Group Commander (MSG/CC), Medical Group Commander (MDG/CC) and the Public Health Emergency Officer (PHEO). A supplemental ROM policy will be signed and provided by the supporting Unit Commander at arrival.

All personnel traveling to AAFB commercially must follow Won Pat International essential worker guidance: https://dphss.guam.gov/covid-%2019-dphss-mandatory-quarantine-procedures/ and coordinate arrival with the AAFB Joint Receptions Team (JRT) through their supporting or assigned unit.

All inbound aircrew must comply with their command guidance for COVID-19 screening and isolation. Additionally, aircrew landing at Andersen should be familiar with Government of Guam guidance. Aircrew are to coordinate transportation, lodging and arrival with the AAFB JRT, as applicable and abide by all reception instructions. If a traveler requires ROM, but their household members do not otherwise qualify for ROM status as detailed above, then two options may apply:

a. Option I: ROM member residing elsewhere (Limited resource-subject to availability). The traveler that is subject to ROM may be approved to move into AAFB ROM or DOD approved ROM/quarantine facilities. This ensures that any non-traveling household members can remain in their household without entering into ROM status.

b. Option 2: All in ROM status. Both travelers and non-traveling household members enter into a ROM status if staying in the same residence/domicile.

Units are responsible for arranging and executing all sustainment activities for personnel in ROM. This includes all meals, hygiene, quality of life (QOL) items, and other requests. This also includes supplies to clean frequently used surfaces and maintain household hygiene, such as regular multi-surface cleaner, paper towels, toilet bowl cleaner, laundry detergent, dish soap and sponge, etc. If a unit is unable to support their personnel during ROM, they may request support through the AAFB Emergency Operations Center (EOC).

ROM Daily Reporting Requirements: AAFB units must submit daily reports on the status of all ROM personnel to the AAFB Command Post (CP). Reports shall be in the proper format specified by the CP.

It is DOD and Air Force policy that military installations, property, and personnel and other individuals working on, residing on, or visiting military installations will be protected under applicable legal authorities and emergency health powers against communicable diseases. Violations of this policy by military personnel may be subject to punishment under Article 92, UCMJ. Failure to comply by civilian employees may result in disciplinary/administrative action. Violations by dependents may result in administrative sanctions, up to and including loss of command sponsorship or barment from base.

9. UPDATED June 15 - Andersen Medical Clinic Operational Changes
To be in line with 36th Wing policy, “Installation access is restricted to Mission Essential Personnel (MEP) Monday through Friday. All other personnel with privileges will have access Saturday and Sunday,” the 36th Medical Group will adjust operations effective immediately:
 

• The MDG implemented single point of entry. Please enter through the Flight Medicine entrance in the rear of the clinic. Patient parking will also be located to the rear, by the Flight Medicine clinic entrance.

• Available 0900-1600, Monday-Friday, for all Active Duty and Dependents. Flight Medicine Walk-in Sick Call is cancelled. Patients who would normally present to Sick Call for acute concerns will need to call 366-9355 to schedule a virtual appointment.

Saturday: Open to retirees and their dependents from 0700-1000, by appointment ONLY. The pharmacy will also be open for prescription fills. Please call 366-9355, 0700-1600, Monday-Friday to schedule an appointment. We also highly encourage patients call in your new and refill prescriptions in advance to decrease your wait time, 366-9620.

In addition to operational changes, the 36th MDG have some Important updates effective immediately:

• North West Field Clinic - as of 23 MAR 2020 the clinic is CLOSED until further notice.

• Physical Therapy - Active Duty patients coordinated through your PCM only.

• If you have been out of the country in the past 14 days or have been in close proximity to someone who has tested positive for COVID-19, AND you are experiencing Fever, Dry Cough, or Shortness of Breath please do not enter the Medical Group. Call the appointment line at 366-9355 and the medical staff will advise you on the next steps.

UPDATE MARCH 26: Communications Focal Point - As of March 26- will be suspending all walk-in services. Customers requiring assistance will need to schedule an appointment by dialing 366-2666 and selecting option 7.

UPDATE MARCH 26: The 36th Wing Legal Office- as of March 26- will be suspending walk-in legal assistance services and will not be taking appointments effective at 0800 on March 27. If you believe you are experiencing a legal emergency, please call (671)-366-2937 for potential legal assistance options.

UPDATE MARCH 26: Andersen SAPR Office- as of March 26- will continue to provide all services. If an in-person appointment is desired, please call (671) 489-5710, (671) 489-5687, or email 36wg.cvs@us.af.mil. For emergencies, please call 366-SARC (7272) or the DoD Safe Helpline at 877-995-5247.

UPDATE MARCH 26: 36th Comptroller Squadron (Finance office)- as of March 26- will be appointment based only. You may schedule an appointment by emailing 36cptshelp@us.af.mil or calling 366-1770.

UPDATE APRIL 27: AAFES Barber Shop and Beauty Salon will only be open to the following members Monday-Friday:
Active Duty, Guard, Reserve, and Department of the Navy civilian Firefighters and Police Officers
Members using the Barber Shop and Beauty Salon must be in uniform.

UPDATE JUNE 15: All Military Active Duty, and Reserve and Guard on Title 10/32 orders are now authorized to utilize the Coral Reef Fitness Center according to the guidelines outlined below effective 1600, 12 June.

Optometry: 1200-1600, Monday-Friday. Urgent/Emergent patients only.

Patients may experience interruptions in their care, such as cancelled or rescheduled appointments, as we continue to adapt to the ongoing COVID-19 situation.
 
 

What to do if You're Experiencing Symptoms

If you are experiencing symptoms of a cough, shortness of breath and/or fever, please call the appointment line at 366-WELL before coming to the Medical Group.

Help prevent the spread of respiratory diseases, like Coronavirus Disease (COVID-19) by avoiding close contact with people who are sick; covering cough and sneeze, avoiding touching eyes, nose and mouth; and washing your hands with soap and water.
