36th Civil Engineer Squadron

MISSION
To support the Continuous Bomber Presence, Theater Strike Package, AMC, and ACC missions of the 36th Wing by providing top quality facilities, infrastructure, utility services, emergency management, environmental stewardship, accompanied and unaccompanied housing and fire protection services, and housing services. It also executes 80% of Andersen Air Force Base's annual budget for the $7.1B physical plant on 20,780 acres, including 1,814 buildings, 32 miles of fuel pipeline, and two airfields.

With approximately 450 people, the 36th Civil Engineer Squadron is Andersen's largest squadron and includes the following flights:

Operations
With over 250 military and civilian personnel assigned, the Operations flight is the largest flight in the Wing and is the force behind maintenance of the utilities, real property and environment that Andersen AFB people live and work in every day. It consists of six elements to include customer support, operations support, material control, facility management, infrastructure support, and heavy repair. To supplement the squadron's 250 military and civilian in-house craft workers, more than $5 million in service contracts are managed every year.

Fire and Emergency Services
Fire Protection consists of a three-station flight that supports main base, the flightlineflight line, and base housing 24/7/365. The fire emergency services flight provides structural, hazardous material, aircraft crash, fire prevention, fire protection and emergency medical response services for all aircraft, facilities and personnel on Andersen.

Explosive Ordnance Disposal
The Explosive Ordnance Disposal (EOD) Flight provides protection from explosive hazards to base personnel and property. The flight offers response capability for conventional, chemical, biological, incendiary and nuclear ordnance. Additionally, the flight is trained to defeat criminal and terrorist improvised explosive devices. Also, the flight responds to aircraft emergencies and provides technical support to the US Secret Service and Department of Energy. Finally, they train military and civilians on ordnance recognition, hazards and precautions.

Engineering
The Engineering Flight comprises a dynamic, progressive base development team responsible for design, construction management, Military Construction (MILCON), Sustainment, Restoration and Modernization, and SABER (Simplified Acquisition Base Engineer Requirements) projects with one of the highest contract execution rates in the Air Force.

Resources
The Resources Flight is responsible for the annual obligation of $140M+ for SRM, Military Family Housing, Emergency Management, Environmental, Fire, and Joint Region Marianas requirements as well as the squadron's manpower and human resources services.

Environmental
The Environmental Flight is organized into three pillars, which include Conservation, Compliance and Restoration. The Conservation element monitors Threatened & Endangered Species, Invasive Species Control and the Volunteer Conservation Officer program. The Compliance element ensures compliance with federal and local regulations to include oversight of the air, water, solid/hazardous waste, and toxic substances programs. The Restoration element is responsible for cleaning up sites where past activities had resulted in the releasing of contaminates into the environment. In addition, the flight monitors the sole-source groundwater aquifer under Andersen and maintains a successful and robust qualified recycling program. Andersen Air Force Base is an ISO 14001 conforming installation that utilizes an Environmental Management System (EMS) to manage its environmental programs and strives to continually improve environmental quality throughout the installation. Readiness
The Readiness Flight provides peacetime emergency management training and wartime contingency training to more than 6,000 active duty personnel and their dependents and ensures the deployment readiness for the squadron's Civil Engineer Prime Base Engineer Emergency Force team. The flight also provides all chemical, biological, radiological, nuclear and high yield explosives (CBRNE) defense and HAZMAT disaster response training for all base personnel. They further develop the installation Comprehensive Emergency Management Plan preparing the base for response to all major accidents, natural disasters and terrorist uses of WMD.

Housing
The Housing Flight manages and maintains all housing assets - 1225 family housing units, 618 dormitory bed spaces, and 110 unaccompanied officer quarters (UOQ) and unaccompanied noncommissioned officer quarters (UNCOQ). The flight also provides guidance, assistance and counseling for accompanied and unaccompanied quarters and private rental housing. In addition, the flight operations the Furniture Management Office, which provides loaner furniture to "in" and "out" bound personnel.
